Ukraine Blocks Polymarket, Classifies Prediction Markets As Gambling
Summary
Ukraine’s National Commission for the Regulation of Electronic Communications (NCEC) issued a resolution on December 10, 2025, blocking access to Polymarket, a prediction market platform. The decision, Resolution No. 695, mandates internet service providers to restrict access to unlicensed gambling websites, and polymarket.com has been added to Ukraine’s blocked website registry. Polymarket allows users to trade shares based on real-world event outcomes, differing from traditional betting sites with fixed odds. The ban follows criticism from Ukrainian authorities regarding bets on events related to the Russia-Ukraine war. Polymarket is already restricted in 33 other countries. Founded in 2020, Polymarket is valued at $8 billion and uses the USDC stablecoin on the Polygon blockchain for transactions. Meanwhile, in the US, Representative Ritchie Torres is preparing legislation to restrict insider trading on prediction markets, and Tennessee has ordered Polymarket, along with Kalshi and Crypto.com, to cease offering sports event contracts to its residents.
