404,000-Square-Foot Silverado Casino Would Land Right Next to South Point

Ochoa Development Corporation has filed a land-use application with Clark County to build Silverado, a 404,000-square-foot hotel and casino on 13.5 acres at the northwest corner of Las Vegas Boulevard South and Richmar Avenue, just half a mile north of South Point Hotel, Casino & Spa. The six-story project would include 450 guest rooms, a casino, restaurants, bars, conference facilities, entertainment space, and a fitness center, with construction split into two phases: the first covering 321,000 square feet including a 300-room tower, and the second adding 83,200 square feet and 150 more rooms. Developers estimate the project would create roughly 1,000 temporary construction jobs and 750 full-time operational positions.

The application requests a Design Review, a Use Permit, and two Waivers of Development Standards related to driveway throat depths, and is scheduled for a Clark County zoning commission hearing on September 2. The development team includes Gensler and Yihong Liu + Associates for architecture, RCI Engineering for civil engineering, and LAS Consulting as representative. While the firm's principal, Michael William Ochoa, is a licensed Nevada general building contractor with experience in apartments, timeshares, and industrial projects, Ochoa Development Corporation has no prior history of running a Nevada gaming resort. Silverado currently has no announced gaming operator and no secured funding, and meeting Nevada's nonrestricted casino license requirements under NRS 463.01865 (more than 200 rooms, a main bar seating 30, and a 24-hour restaurant seating 60) will be essential.

Silverado is part of a broader expansion of casino development along the southern Las Vegas Boulevard corridor toward Henderson, where Marnell Gaming and Red Rock Resorts have also proposed major projects. The new resort's proximity to South Point, owned by Michael Gaughan, is likely to draw opposition, though no formal response has been made public. The proposal comes amid financial struggles in the non-major-chain casino sector, highlighted by Downtown Grand's $90 million loan default and court-ordered receivership, underscoring the significant debt-servicing risks facing smaller operators in a competitive market.
