Japan, Ready to Receive New Casino Resort Bids in 2027
Summary
Japan’s Tourism Agency will accept new applications from local governments for integrated resort (IR) development areas with casino gaming from May 6, 2027, to November 5, 2027. This follows the publication of a draft Cabinet order and a period of public debate. Hokkaido and Nagasaki are expected to apply, with Nagasaki having previously bid unsuccessfully due to financing concerns and lack of large-scale IR operation experience. The IR Development Act allows for up to three licenses nationwide, and MGM’s Osaka has already secured one, with construction underway on an $8.6 billion project featuring hotels, convention space, and a casino. The remaining two licenses will be awarded in this new round, which the Japan Tourism Agency believes will contribute significantly to the promotion of tourism.
