The regulator found that the site offered Swedish as a language and Swedish kronor as a payment currency, and did not block Swedish users from registering. Although the company proposed IP blocking, the regulator found no evidence of additional safeguards and noted that even the proposed measures had not been fully implemented. Duel.com is registered in Nevis and claims to operate under an Anjouan license, raising questions about enforceability.
